You might adjust one or the other Linear falloff or use the additional file with the Radial falloff.
The fundamental problem with such setups is that the scaling sits in the center. This means each clone axis is in the exact same spot. In this way, it affects all in the same way. To avoid this, an over-decade-old trick is to push them apart and then move them back.
To loop, I always take the total number of frames, divided by (total number of frames+1), times 360. The initial keyframe needs to be linear. [Cloner> Object> Offset.]
