Possible to pin texture to thick hair used as tentacles?

I’m new to 3D and C4D and this has me stumped. I’m trying to apply and pin a texture to hair that is being used as tentacles. Is there a way to do this so that the texture behaves more like it has been UV mapped on to an object? Instead what I get is the hair object moving through the texture. I’ve seen a number of tutorials that apply basic colors to hair tentacles but I’m looking for more texture/design. It’s driving me crazy.

Dr. Sassi,
Thank you so much. I had been using a built in material from the materials browser but your solution using an external image worked perfectly. I have a long way to go but the quick and helpful response found here has helped me get another step on my learning journey. Thank you.
