Voronoi fracture question

Hi,
I have a xmas ball which is a sphere + a small metallic thing on top like a tube. And i wanna fracture it as one single object, so as it drops to the ground it breaks. I want the upper tube to be a single piece though.

I can manually drive the voronoi in order not to fracture the upper part.

But when it comes to clone many of those under a voronoi generator, I cannot quite control the fracturing and it seems that is breaking the tube as well. While ideally i would only want the sphere to be broken. Any thoughts? Or should i just make everything editable and manually do this?
