When the dynamic kicks in, any given movement will lose its non-dynamic influence. Dynamic takes over. In your example, the Linear Field slows down and doesn’t provide the needed impact for dynamics.
I have set up two ways to work with this, assuming I understand your target. I have also reduced your file to have only native Cinema 4D parts in it. See below the alert I got.

The F-Curve of the Linear Field shows a substantial slow down towards its end, the needed trigger velocity is obviously no longer received.
Each version shows your spline interpolation first and then the effect of a linear movement in the next file.
First, I moved the rotation into an earlier state via the Matrix Object.
In the other set up, my preferred version, the Dynamics is active only when the Linear field selects those. You might set inside of the MoGraph Selection the Tolerance for the selection differently, to get your results.
The CV2_r20_drs_19_MGxd_11.c4d is the one I would suggest for the setup, the other files are for demo purposes only, but use any of the four if they work for you.
