In the old days, the rule of thumb was to have three digits before and after the period as a “sweet-spot” for scale and size. Units where considered just a label back then.
Over the years this 3.3 rule had become less important, with higher precision taking place. Then came parts in to the toolset that required more and more to keep a “real world” scale.
Physical Camera, or Dynamics could be one of those conditions. But often, if scaled properly, the result might be the same. Anyway, to just keep the real world measurements, without need of such parts, during a certain process, feels like limiting your work without need. It is an artist decision. Perhaps scaling the project in the “Project Settings” might help.

The question is, is the larger scale really something you need to work at the same time you work on the small scale element.
Typically that would be an X-Ref set up.
I think Rick’s overview gave a good idea how to get things done with a good organization and use of the different way to move the camera. Again, perhaps some work cameras might be needed. Have you tried all options? The more option you have, the more likely it works for you in the way you want.
