The Motion System allows for storing animations of single objects, or even hierarchies, for creating clips that contain a certain amount of keyframes. These clips can then be used like film editing. Based on that, it is not just a simple Tag, it is a whole ecosystem of information flow.
Initially, it was developed to get Character Animations like film-editing:

The Motion System has the most excellent power to create Loops, IMHO.

In short, the idea is to transfer the animation information to a Cloner via Inheritance Effector. At the moment the one clone is behaving like the source, we can cache it for loops with a MoGraph Cache.
The Cache needs to be time-limited, so we have a start and an end. Next, we set up the amounts of loops and how much blend we like to have. I would always switch the Vibrate Tag then to off, to avoid any interference. Which brings up the question, why bother with the Vibrate tag? Use as many Random Effectors instead, so you can have even for each axis a different information.
