Hi iacdxb,
It is normally pretty simple, go to the Render Settings and chose Quick Time VR Object, and set the Vertical Steps to one.
Perhaps explore the scene:

I have set it up in the way you have had it in the link, with a static background.
Please note that the QT VR Tech is nearly tow decades old, and even QuickTime X converts it to an normal movie. You can however watch it and have the drag effect with QuickTime Pro 7.
It was introduced mainly with the QuickTime VR Studio from Apple in the late ‘90s to create such things with specific image sequences. The app is long EOL. VRML came and many others. Even PDF created a 3D option.
There are many offers these days on the web to convert things like that into a Javascript driven web implementation, but some have extreme price ideas.
Today Sketchfab is perhaps a great example to replace all of that. You might have a look here, Donavan has created a great series:

All the best
P.S.: here is the manual page about it, you need to scroll down a little bit.
