With these two series you will certainly get this figure done.

In a nutshel, start with a cube and set it to x3, y3, z1 segments and have the z direction smaller and the Y taller. Make it editable. Then anything that follows uses the Extrude, the Move, and the Scale Tool, besides Polygon selection. SubSurfaceDivision plays the key-rolel here of course. To get this done there are many ways to get there, my short instruction was just one idea.

While you get the main mesh that way, you might explore the Mesh>Commands>Subdivide [cogwheel]: Smooth Subdivision,1—then continue to model.
Tip, think about Symmetry, perhaps one arm, one leg and then “mirror”.
