knife cut problems

I am having an extremely difficult time making cuts where I want them. I have made a mesh from 3 circle splines.  I cannot make cuts between the centre two circles.  Same thing happens when I try to cut a letter than has an enclosed counter or bowl such as the letter b or e.    This is happening in R16 and R17. I have deleted prefs, copied to new scene, restarted but can no longer make this kind of cut.  I could do it fine before but for some reason C4D no longer lets me do this.  Any idea what is going on here.  Please see attached file.

Hi Bikhu,
So far I can see, this shows snapping, which is enabled to guide the cuts and prevent to producce more points, edges, polygons than needed, if the cut is not precise.

You might check the tweak and snapping mode, in tutorials or in the manual.
