How do I move my library assets from r20 to r21?  I have a folder in my presets called “favorites” that has folders of things I commonly use.  I would like to transfer all of this to r21. 

Conversely, is there a better way to store things for use like this?  Can’t I just put a folder of models and textures and such in a folder and look at it in the content browser?  Or does it have to be a lib4d file?

You should be able to access any folder from the Content Browser. So you could have a central folder on a separate drive even.
See image. This is the way I do it.

Alternative:
Drag the folder into the Content Browser> Preset>User folder.

There are other ways, I think it depends on your overall idea of how you have organized your system. I think to keep a folder central for all your items, makes it easier to copy it (for various reasons).
