Cinema 4D R15 - As soon as I put the Rigid Body tag on my cloner, the Formula Effector stops effecting my spheres? They are not scaling up and down.

Same issue here. R15, There is not a “MoDynamics” tab in Project Settings and changing the Gravity setting in “Dynamics” to 0 breaks the formula animation.

The MoDynamics tab has been renamed to Dynamics in R12 on up.  It is located in the same spot as MoDynamics.

Since R11.5, the values aren’t working the same as they were in the version Chris produced it in.  This change happened in either R12 or R13.

If you go ahead as Chris describes the scene it will work, you only have to set the “Rigit Body Tag” to Attribute Manager>>Collision>Individual Elements>All.
