Character Rigging not working

Hi, I’m new into Character Rigging and encountered some problems. I did everything accordingly. My polygon, the triangle shaped icon is editable and I have connect + delete into one mesh. There was no skin/weight tag before this. After that I started putting in joints. The problem was the binding didn’t work. I had adjusted the weight of the character and mesh turned black but my character still didn’t rotate with the joints. What am I missing? Help!
