Select the Formula Effector:
Attribute manager> Effector> Variables> [the slider with the f values]
Each line has a single ID. The first line is ID=0, the next line ID=1, etc.
If you place at the start 0 and for the end 9, your animation should work fine.

The Formula Effector provides the results of the formula to the parameters. If the formula results in 100% or 1, then the Parameters (e.g., Position, Scale, or Rotation) as entered.
In fact, there is no need for a formula to explore this as a result of a formula that could be just placed into the formula entry field. For example, put a 1 into that field, and the parameters are used as given, in other words, the 1 turns the Formula Effector into a Plain Effector.
A simple formula like ID<f means, if the ID number is smaller then the value provided with f, then this is true or 1 (false is zero). While the effector goes through all given IDs, each clone will receive an individual result.
