Help. Military Medal Hair Dynamics Up Vector

I modeled a military medal and I want it to sway in the wind. I have a Spline with a spring attached to the Disc portion of the medal. And I have a wind dynamic moving it. That works fine. But I want to have the military ribbon also attached to the dynamic movement. It seems like I almost have it but when the wind is angled the ribbon does not rotate with the disc portion of the medal. I assume the spline isn’t translating the rotation information that the ribbon needs. Help, please.

I have placed the new objects on an “orange” layer to see what was added quickly.

The core idea was to build upon your setup. The top should look like it sticks to something, while the lower part must follow the medal.

If I had to do it, based on your lead, I would use the dynamic, cache it, and then animate the middle spline manually to give it a more natural motion, just a thought.
