Fill a volume for boolean operation

Hello

Apologies if this already has been answered, but I’m trying to fill an object so I can create a boole operation with volumes
I find that when I transform an open set of polygons into a volume, the volume stays “empty” and thus if I attempt volume based boolean operations, I don’t a whole volume, just a shell.

See below a project that gives me what I am looking for using a regular Boole, but I would prefer to use Volumes for this.  Is there a way to take a group of polygons and “fill” them with volumes for a better Boole effect?
