You didn’t write if it is for an animation or a still image.

The Particle> End Scale of each particle emitter is set to zero.

Sorry… I did not mentioned, clouds are animated. Thanks Dr. Sassi, Second option works well with volume mesher. I Was thinking it will be with some moraph and some field effect.
