I have no idea what you bought nor what you like to do. This is a thread with a specific theme. I do not feel that it fits it. Mixing up questions will lead to a hard to use the forum. (Edit, I have split the thread, so please post below any question regarding your set up. Please open a new thread if you have a different question. I’m happy to look into it.

Thanks for the link, It says the format is Maya. If you have Maya, then open it and save it as OBJ or Alembic. Whatever works best for you.
It tells me 400 polygons. So, it might be just a question of scaling, if the head shape is otherwise a good fit.
The upload link offers stays; I keep any file/folder-content private with the word private in it.
The FBX 1.1 with over 120MB crashes when I try to open it.
The .ma file is a Maya file, nothing that I can open or do anything with it. Sorry. As I wrote, if you have Maya, open it and save it as Obj of Alembic, whatever Maya gives you. Then you should be able to open it in Cinema 4D.
I was able to see the Hair model’s texture, which confirms that it is just a polygon model. The central part can be mapped on the head, and the braid could be done with polygon stripes. Nothing that I think is anything that will look convincing.

On the Turbosquid site is a—?—in the lower right corner. Please ask them. I’m not a lawyer, but I had enough years of law in my studies to keep quiet here.
Whatever they offer, be aware that the modeler of such a car needs to have the OK from the company owning the design. Since none of these companies would give that right to anyone to sell it even further (AFAIK), I think that is a gray zone in which they move to begin with. I can’t be in any way part of it. Sorry. Read the fine print of any offer. Carefully.
Anyone could put these models in an unwanted context, and the brand might sell fewer cars based on that. Hence my assumption about it. Besides, I feel not entitled to give any legal advice here.
What I can say is, check the Content Browser (if you have downloaded all content), you find cars typically inside of it. Many years ago, there was even a Mercedes SL in it, I wonder why it is no longer provided.
Another tip would be to check out other options and compare prices and quality, e.g., Dosch. Perhaps also, how much these cars can be animated and changed.

I hope this is the fastest way, as the Hair Object and the Head have different shapes.
While the Character’s Skin Object is off. Skin Object off, while being in Reset Binding position.
The first step is to scale it down. Leave some air between the object and the head.
Now select all points close to the head of the Hair Object and give those points 50 % Weight. It can be more, but not close to 100%.
With this, we can restrict the Shrink Wrap Deformer, as the Head shape and the Hair Object shape are not the same. For your scene, use the Source Axis in the Shrink Deformer.
We can now pull the points toward the head to get it to sit overall nicely. There will be some areas that will not fit, to close or too far.
Now we paint (Add or subtract) weight to it, as shown in the clip.
When it is not too tight, we create via Current State To Object, a copy.
This copy is then bound (BIND) to the head Joint.
I added a Wiggle Deformer to the Braid. Those would have a weight Tag as well and be restricted gradually: Tips more weight than close to the roots.

Sure, I can take a look. I assume it is not rated R and politically correct.
Please start a new thread when the theme is new. Otherwise, we make it really hard for everyone. Think of any artist who has a problem and is searching for something, only to find endless threads with multiple themes. Not very useful, right? I hope you will benefit from this as well.
Why is someone rigging it, and not give you instructions? That is part of the deal, isn’t it?

The Set up in your image is missing the Restriction Tag.
Object Manager> Tags> Rigging Tags> Restriction Tag.
Drag the Vertex map into this tag.
The idea is that zero weight in the Vertex tag shuts the influence entirely off. Any value above allows for more effect of the Shrink Wrap deformer. Reducing a value that is larger than zero allows accordingly for less impact.
