There is no Effector in the scene, so I have no idea if you like to use a falloff or not.
Your set up is
Cloner_B
__Cloner_A
_____Object
The random pattern of the three clones from A repeats when used in A. The group of clones becomes moved equally when used in B.
I have attached a scene file that allows you to have this pattern established, but affect individual clones with the Random Effector.
I assume that you gave me a complete description of the target. If there is more needed, you might create with single polygons, that triple structure and go from there as attached.
