how to: limit motion blur to a single object in a scene

I found a motion blur tag, but I don’t seem to be able to “solo” objects for motion blurring.  Is there a way to do this?

Perhaps a little scene file could clear that, if you have something reduced to the core of the problem (no lights or anything else please, thanks)
