Hello.

Another user has pointed out that the weighting was not working when selecting and adjusting the painting Mode, and Strength slider.  When I investigated this I found that the weight painting settings which are identical between both the Object Manager and weight manager are not in sync as in R18.  The weight painting is only responding to the Object Manager settings, not the weight managers (see video)
